Agates are likely given high-ranked positions as commanders for gem outposts, semi-military establishments, and off-world bases where higher "gem elites" are not present. The exact power of an Agate is unknown (ex. would an Agate have authority over a military gem like a Nephrite or Emerald), but Agates seem very adequate as performing as strict authority over lower gem soldiers and maintaining discipline in places where elite gems are not frequently present to over-see control.
