More or less, this is a "What if Rostov's people were South Slavic?"Territory's more or less the same as OTL, I guess a reason why Stalin and the USSR didn't purge the Yugoslav population would be to have something to dangle over Tito's head.
ITTL "Rostovans" aren't Serbs or Croats, but instead their own separate cultural people.
(also yes the claimed territory is related to the Russo-Ukrainian War ITTL)
