Here is Jerry's full picture when he is facing back on something while making him actually look like a Star.
Notice that the cape itself is connected to his neck, and not strapped into his upper back.
The advantages of this is of course, he is not susceptible to any possibility of being pulled away by the formerly grafted streamers on his back, and his cape itself being prehensile and controllable by him, too.
If Jerry ever has a Dark-Type move that deals with underhanded combat, his cape that is made up of silk, meteor-based fillings and of course, magic Stardust, will do the attacking for him.
All in all, nothing new here whatsoever.
