Perhaps alfred should have taken some Pentazem like snake did during metal gear solid to beat sniper wolf. That way alfred would have no shakey aim and would do us all a favour and cap off steve burnside's head!

No, but if you search GameFAQs RE pages you should find document that breaks down all of the references made through out the series.
From what I remember the reference is to a quote along the lines of "Its a shame, the only guy who could miss with this is the guy who could afford it." With it being a rifle that looks a lot like Alfred's.
