Clifford DeVoe, also known as the Thinker, is an old supervillain who previously fought the first Flash due to his incredibly high intelligence, artificially enhanced with a device called the Thinking Cap. Despite his age, the Thinker is still one of the smartest people on Earth. Upon learning of the Flash's return, DeVoe escapes from Iron Heights prison and continues to plot against the famous speedster.
