Description
This is Neptuno, a villain of the Red Dasher series. He's a shape-shifter that allows him to transform into anything, and apparently he can do that against Max Reagan, in fact he transformed into Dash just to frame him as the real thing by committing various crimes from stealing to taking down the police, and vandalism. This is because of what happened to his parents, Solaria and Luners during the events of Red Dasher Open when Max slained them when he was 10. Then their spirits entered Lord Razell's power in Red Dasher Open Xtreme, but their spirits are now gone as they head up in the sky when Max defeated him in the Strato Ring. Now their son wants revenge by turning into Max during the events of Red Dasher Open: On The Rush.
