As far as I know those are -left to right- (Note that only boys wair maid outfits):
Hibari, Dino, Lal Mirch, Basil, Kyoko, the baby in front of her is Llambo, Ryohei, Gokudera, Tsuna, Yamamoto, Haru, I-pin (baby), Fuuta, Bianchi, Reborn (held by Bianchi), Mukuro, Chrome, Shoichi and Spanner
They all belong to the same Mafia family, or are allies.
