Howdle and Black are two members of SHIELD who are posed as social workers for the Speed Kids, Howdle and Black think the Speed Kids don't need SHIELD support, but they made their own HQ in Las Vegas to do their own investigating. They let the Speed Kids get on with their own life's they call the Speed Kids if they need them and the Speed Kids can call Howdle and Black if they every need them.

Both Howdle and Black started their own secret office called the C-Investigators and only the Speed Kids and Phil Coulson know about it.

I based Howdle and Black on Scully and Mulder from the X-Files and I did have a character idea for Skinner too called Winston McBride, but I thought why that while I could use Phil Coulson to do Skinners roles.
