Mickey's Not So Scary is the exception, but there are specific hours for that event and only those hours are you allowed to be dressed up.

YEP! If you guys are celebrating your birthdays, tell a cast member it's your birthday and they'll get you a button. And bring it by the boutique and we'll do something extra special to it.

No....YOU can take photos with your friends and official Disney characters. But if guests ask for pictures, just make sure that they know you're not a cast member. It's a little more understandable why you would be dressed as a character, but not IN character at Halloween.
Halloween is also not usually for rides. It's more about dressing up and running around and trick-or-treating.
