This octopus really gets around, doesn't he? Just look at my id picture. I drew practically the exact same thing, top hat, tea cup, monocle and all - a few months ago.
I'm positive it's just a weird coincidence... anyways, this is a lovely image. I love his eye, and the beautiful colors. It's always gratifying to see something so whimsical in the DDs.

I assure you it's a coincidence. The original sketch of this guy was done for my printmaking class spring term, probably February or early March.

I guess octopi kind of just... suggest it by their very nature. Which is strange. But yeah, I've actually seen a couple other similar things if I'm not mistaken.
Perhaps it's one gentleman octopus, slowly spreading his tentacles into the collective subconscious.
