After buying, the character belongs to you (Give them a proper name, background, profile, ETC) BUT you are not allowed to resell it, claim the art, or claim the original design as your own. I like this.
Reasons why:
1) It's well drawn the line art is crisp and neat and the color is smooth and sufficient in highlight and shadow depth. (At least for me.)
2) It looks unique and the design of the character is well thought out. The silly party hat is stylish and girly which makes her seem cuter; as do the little rabbit boots. Her military jacket is also stylish but in a more formal sort of way. She's cute,cute, cute.
3) The design of the background is organized and subdued despite it's various busy aspects.
4) The background also contains a second Chibi image rather than the typical "Same picture but larger" treatment these types of things tend to have.

You make a character that you're gonna sell, list a price in either points or cash, and just wait to see if people bid on it. After the time period you choose is up, like "3 days after highest bid is set/revised," whoever is the highest bidder sends you the money/points, and you give them all rights to the character.
That is, unless you state something like "You are not allowed to re-sell this character," "You can't change anything/too much about this character's design," and minimal things. Once adopted, they, then, can use it for almost whatever they want. I say "almost" because if they bought it while limitations were previously present, they'd be bound by the terms of release. There's also other things like draw-to-adopt, where whoever draws a picture of the character first wins the character. But again, a lot of it depends on the individual. Hope this helps. :3.
