Blender.com is a place where you create your own things. Might aswell practice. Mmd is when you export these times of items, and you can move, play, or edit it. But Blender is what you want.

Well it's simple,Select the head bone and weigh the whole hair (make sure it's at 100 btw,0 is to unrig) and whala.
Physics is a bit more complicated and more time consuming.
