Near the end of the Time War forces that had become disillusioned towards the War and the Time Lords themselves came against the government, with Liberius and his men to stand against them and their treachery. He would fight against these elements until he would discover a former friend had joined them and was leading their attempts to destroy what had been built at the front. His men would die and he would survive though he had wished he hadn't.
