The evil ruler of the eternal ice age has risen in the modern era and will once again freeze the world in eternal ice. Orbstar had predicted this would happen and to deal with it. Four holy heroes who have been incarnated into the modern world, are given back their memories and powers as holy heroes in a new form known as Kamen Rider.
