Description While walking past the Victoria Monument in downtown Liverpool, I looked down Castle Street and saw part of the Town Hall, which was built in 1754, rebuilt in 1802, and given a portico in 1811.  Fun fact: the final act in the American Civil War was Confederate captain James Waddell surrendering his British-built warship CSS Shenandoah to the British on November 6, 1865 by lowering the Confederate flag and presenting a letter of surrender at Liverpool Town Hall.  The British government returned the ship and its crew to America, and also had to pay the U.S. government over 15 million dollars in damages for building the warships that raided American fleets after Britain was sued by America and subjected to an internationally-judged tribunal.
