On the outskirts of Amsterdam, there are lots of windmills like this. Amsterdam lies below the sea level so the rivers are almost forever flooded. They make use of lots of windmills like this to get rid of the water from the rivers and make land to live on.

Oh and these windmills are not used to generate power. Infact they use power to get rid of the water from the land. Oh and people also live in these windmills, and whosoever lives in the windmill is responsible for it's proper functioning.
