Misa had shinigami eyes 'cause she did the deal with Rem some time before she met Light,so it's better saying that she found him xD Mikami,instead,got the eyes because Light told him to do the deal with Ryuk.Or at least I suppose he did it,it's not mentioned in the story xD more probably,Mikami on his own volition did the deal with Ryuk to be more useful to Light^^
