Well, he must have undergone some changes after the whole Big Shell fiasco.

Taking a cue from the MGS design that blends military gear with sci-fi aesthetics, I choose to mirror to particular things:
1. Snake's Sneaking Suit was made by the Army, so why not make Raiden's Skull Suit a bit more of the Navy Seal scubba gear?
Part of the MGS2 approach was comparing one branch of the US military with another, so this fits.

2. Before MGS2, the army sneaking suit's vest got pretty damage so Snake tore it up and started using straps and other conventional gear.

I went ahead and did the Same thing with Raiden after MGS2, making it a bit more lean.
Lastly because of this, Jack got enough sense to put some armor on his pecs to protect his lungs and heart. Kept the sternum emulator piece because it added detail.
