I couldn't think of anything so I asked my brother to do a sketch, it didn't look at all like a pokemon so I re-drew it and that was the Basic Pokemon made. My brothers main Idea was a dog on its hind legs, but I thought it would look better if it was based off a Basset Hound, the reason for its nose being big was my brother's Decision.
I also based them on Droopy, the cartoon character as that is a stereotypical version for this type of dog... sorta.
I don't know where the Idea for its evolution came from but I thought it was needed.
