Rock was not made to be a combat or industrial robot, he was made to be a lab assistant/android, his base form is not that much different than a 10-year old japanese boy... made out of metal. The morphing gun that megaman has is his Robot Master power, Item Copy. He copies the data of an existing item (in this case a plasma cannon) and his body morphs to recreate its uses. This is technology that Dr. Wily was not able to recreate on his own until he made Bass, which was at least 7 years after the first game. And even then, Bass' morphing gun is like X and Zero's, its not a part of himself, but his armor, and can be removed.
Without fans inventing stuff that counters what is said about them by the guy who invented them, Robot Masters without hands do not ever have hands.

Also, a space goes after punctuation, its one of the laws of the english language. It makes reading what is written easier. You should look into trying it.
