As you can see, this is a picture of Counters. On the left is the evolutions of Counter. 1st being his zenkaied state, 2nd bring his 4th evolution, and 3rd being 5th evolution.Rework is on the right. He is not a evolution, but he is a whole remade version of Counter. He is still infact a demon, just not like the original. Rework is a who nother concept of Counter.
