I'm not sure, as I am only a Photoshop artist as far as digital media goes, but don't you have to put in your own settings for Sai?
If that is the case, then that is why. Photoshop is a completely different program, set up a completely different way, and you are able to have a wide, WIDE range of all different sorts of brushes, not just as the ones you get automatically as part of the program, but ones that people make as presets.
