There's about 5 things going on to make the picture look this way, all done in photoshop. I decided to try to add flames to a picture of Saber and use a Vivid Light blender to have the flames show more in a harsher light. Because this had made the flames appear on her clothes I "burned" areas where the flames were most prominent until they were not ugly to the eye. I then adjusted contrast/brightness/vibrance/saturation to get the colors to be bolder. The filters I added to give the effects take longer explanation, to be done at a different time.
