Well when you think about it, Rei need to shout "Mars Star Power, Make-up!" in order to transform and it's just a matter of timing it right to score a hit on her just when she finishes her phrase.

It could happen. It's just a matter of timing like throwing a snowball just when she shouts her transforming phrase and hopefully score a hit when she finished her phrase. Too bad we don't have any villians who are smart enough to give that a try. ^_^;
