It was a first time for Steven to meet with Bill Cipher. Bill already knew that Steven was in troubled for some reason and might get punished by the Crystal Gems, or disappoints Connie. Bill convinced Steven that he might fix "your problems" if Steven makes a deal with him. Steven happily agrees and gives a handshake.
Steven is a very optimistic and carefree person, of course he wouldn't mind. Same thing happen to Steven when he met Lapis and later Jasper

But Steven gets tricked just like what happened to Dipper and Ford, and Steven needs to stop Bill Cipher before he kill the Crystal Gems.
You know, I can see Steven successfully warning the Gems of Bill's plans, but if his plan is to kill the gems, Why?

After being deceived by Stanley Pines, Dipper and Ford have their chance to wipe away Stan’s memories before Bill ever try to escape. Within few seconds, Bill have no choice but to teleport to another 3-dimensional universe. As a result, Bill have lost his physical form. While being in a new alternate 3-dimensional universe, Bill had to explore somewhere that would lead straight to the anomaly in order to get his physical form back. Bill eventually discovers a small coastal town named Beach City, where he later stumble Steven Universe. Bill had to keep in mind not to reveal his true purpose in order to discover the hidden secrets of the Crystal Temple. The more Steven talks about the temple, the more likely to find intriguing for Bill Cipher. Bill then recommends Steven not to speak with the Crystal Gems that he’s there. More Importantly, when Steven tells Bill that the Crystal Gems kept a secret device that use to belong to Rose Quartz, at which the Crystal Gem won’t allow Steven to go near it for his own safety. Like the Universe portal, is a super powerful device that will lead to a gateway of unimaginable power, and that opens a gateway to infinite new worlds. It was only been used for once by Steven's mother during the gem civil war. However, Steven also mentioned that it only works for Crystal Gems. After telling all the details about this hidden crystal device, Bill has now the chance to use this device as own advantage. How? Well Bill has to make sure that he deal with Steven in order process a body of a gem or gem hybrid. When Steven suffering some personal issues, Bill then pretend to understand Steven and makes a fake deal out of him if he help him, asking Steven that he just need a “puppet.” After Bill processed Steven’s body, all it needs is to search for the crystal device. Bill knew the Crystal Gem will retaliate if he get his hand on that device. Bill will make sure they will be killed.

Steven was on a mission earlier that day and he made Pearl upset by throwing his shield at the gem and he accidentied Shattered and he felt bad......and he got punished

Peridot- Lazuli... was... a hydrokenetic, meaning she can control water. If that triangular being has her powers, that means he can now control any and all water near him.
Steven- even the ocean.
