chibi technically means "small child" or "tiny" in japanese, and it can also be referred to as "super-deformed". it's a style of anime, and it can have small eyes or big eyes, as long as the character is somewhat small and super-deformed. 
(ex. my icon, Avatar: The Last Airbender super-deformed shorts)

Wow, that would suck. My mom doesn't have a job cuz she was hit by a drunk driver when I was 2, and now her back's all screwed up. If it wasn't for my grandma tightening my car seat, I would've been killed.
