When Chtath's first creation was eaten by Uulyoth her rage was unfathomable. From her wailing and screams of anger Got came into existence. Got represents her wish for existential law and order.
Law is a construct of creation - natural order is another matter, Got was tasked with making sure the River of Life was never interrupted and in times of crisis to assemble noble warriors to protect it. He is bound by the code of the gods to never directly interfere with mortals, he can however, in a loophole, guide them indirectly.
