Description
A Concept I intend with Batman's villains is the concept of having them reform. I always see the argument that Batman should just kill the villains because they never get redeemed and that Arkham is not doing their job. So here I thought of a solution by having some of them reform but someone will eventually take their mantle. Its a good thing theres a lot of characters who took their monikers in the comics.
