Before the events of Season 4 General Kuvira and The Allied Nations actually worked together to stabilize The Earth Nation, The Alliance was called Task Force Allied Uniter and while those like Suyin Beifong were heavily against the Alliance it proved successful at stabilizing The Earth Nation.

However the Task Force was effectively disbanded when General Kuvira created The Earth Empire.
