Raven Addams is a young soul in hell who enjoys torturing souls depending on their sins, and like Alastor she broadcasts it online, just on TV and not on a radio.

She plays a game with her "volunteers" (victims) where she puts them through three punishments and makes them draw a card to decide if they'll get a lesser or worse punishment, or if they'll be killed or be set free.
The way she decides whether or not the "volunteers" survive or not is she makes them draw a card from three different decks where two of the ten cards are lucky cards
0-1 lucky cards equals death
2 lucky cards means they'll survive, but they'll be crippled
3 lucky cards equals their freedom

Raven Addams was 27 when she committed suicide in 1945. She decided going out with a bang rather than being sent to jail after she murdered several people in a similar fashion she currently does in hell.
She lost her older sister to Alastor a few years before he died and had witnessed the murder, but instead of telling anyone, she admired him and aspired to be like him, since the similarities in her appearance to Alastor

She would lure drunk men back to her home where she would torture and kill them, recording everything so that everyone would know what she had done.

The devil side of her appearance represents her sins, being murder while the angel appearance shows that she cannot be trusted and pretends to be innocent
