They both are a part of Sora...I think Xion was formed from many of Sora's memories of Kairi...I think that is why she looks like Kairi and Namine.

i lol'd a lil bit when i saw Axel as a kindergarden teacher/monitor/guardian. that's pretty much what he did in 358/2 though
