No, that Rattata isn't. If you look at the people in this fine piece of work, you'll see there are random spots of light. Thats because they're sitting under a tree, and trees aren't umbrellas. They have some spots where the light will come through. Are you catching my drift? :3 So where it looks like that Rattata is breathing poison is just the light coming through the leaves of the tree.
