Also (sorry forgot to put this in the other comment) When you do need the flash dont turn your camera vertical the lens gets in the way of the flash thats why one half of your picture is bright and the other is dark

I have a recommendation to improve your pictures, Set your ISO higher to either 800 or even 1600 (only for pictures in dark areas like this- when its bright go for lower ISOs) and leave your F-stop the same and just change the shutter speed with your indicator and you really shouldn't need the flash especially with a dress as shiny as that one, It causes too many hot spots
