I can honestly say, she's isn't. If she was then the producers of Sonic Boom would've explain it if Zoey was a robot. But that shenanigans happened in the Sonic comics, they wouldn't put that in the show. It'll be awfully strange that its déjà vu for Tails. I hate to see the little guy heartbroken again.
