Darting through doors to find some shelter from the Cloud, the Bard found himself stumbling into the Gomorrah - a wretched hive of scum and villainy even still to this day. The locals certainly weren't the friendly type, but a couple of .308 rounds were a great icebreaker between them. In contrast, stringing up bodies to roulette tables was a peculiar choice for interior decorating.
They were NCR. Obviously. The skeletons were evidence enough that'd they been dead for decades. The question was, what had happened that resulted in the Bears being pinned to tables by railroad spikes? Had they cheated at cards? Been a bit too lucky?
They were Bears. That should've been reason enough.
