This is an idea for a Fallout 3 redo, wherein Rivet City is reimagined as having expanded beyond the Aircraft Carrier itself and built a town/small city expanding into the parts of Washington DC that the Carrier crashed into. If you look close, you'll see there's the outer houses and a wall built leading to the ramp that enters the Carrier's interior where all the Administrative and Government Offices would be.
