Panel 1's word balloon is supposed to be B.A.D.'s response to the last panel on the previous page.
Also, I have no idea if Redding actually uses those sorts of police vans, but I figured it would be the only way for them to feasibly carry someone like Heather.
After that crash, Heather would be the only survivor. I'm just not so good at drawing bodies that look dead without some disgusting mangling happening. But those two cops you see are absolutely dead.
