It's like, they only wants him for his body or something. Every time he hangs out with one of them, he ends up caught in the misunderstanding in one way or another. Then they chasing him around like a child need a spanking. If that's not enough, they often use sharp objects to do him harm, furthermore, they deploy their ISes to destroy including having a contest to see who gets to vaporize him first. They don't even give Ichika a chance to bond with a girl including one of them. If you ask me, I say that Houki and all the IS cadet representatives are so selfish. They treat Ichika like garbage. If Houki and the other IS girls really do love Ichika, then they need to stop treating him like a punching bag, and to confess their feelings. The real women treats the man they love with love, honor,and respect in the terms of love and romance. No matter how dumb,weak,perverted, or dense he is. If they truly love him, then they must put his feelings before their own. For the way I've seen, the IS girls put themselves first, and they only succeed of pushing Ichika away.
Look at Rias and the other girls of ORC for example. They each have a stronger relationship with Issei. No matter how dumb, perverted, or dense he is, Rias and the other DxD girls treats the man they love such as Issei with love,caring,honor, and respect because they really care about him as they love Issei for who he is on the inside and willing to protect him. I believe Rias, Asia, Akeno, Koneko, Irina, Xenovia,and Rossweisse got what it takes to become the real women.

I can see why you won't let those seven to have Ichika without paying. Due to their selfishness, they lusting after your brother for his body like if each one of them wants to have him all to herself without consider his feelings.
