It's partly because he was trained as an archer in a circus. I think (if I recall correctly) that was actually his performance costume as the Master Marksman in the circus.
Could you imagine if all the Avengers had been in the circus and still wore their costumes? LOL ...ok...most wouldn't really look any different.
