They're sound effects, likely for the explosion of power going off behind him. I don't know what exactly they read as off the top of my head, but I know that when a bunch of the same character is repeated in a comic book-ish setting, it tends to be a sound effect. Nice commission, BTW! Which Red Ranger is it, though? I haven't watched Power Rangers in a loooooong time.
