I like this quite a bit... Its similar to my own style, 'cept I use pencils.. heh. Not quite confident with colored pencils yet, and have not really explored that avenue in all my years of drawing...
This is lovely though, and shows what can be done, and achieved using colored pencils.

I love this composition with the blue hat coming over to the green feather that curls back up again...brilliant framing of her face.
Your proportions look top drawer.
You have captured a great look and character of the subject...she has a wonderful countenance to her face.
You have a beautiful range of values here with plenty of contrast and great palette choices.
You show great technique in the use of subtle value changes and transitions to show the planes and contours of her face.

It's so .. smooth, lovely. She only looks a bit .. you know .. sleepy with her eyes halve closed, maybe they could have been opened a bit more, but besides that it's very pretty
