This is a Photoshop layered template. I checked to see if the file is compatable with GIMP and the layers transfer over quite well, though a few special effects (like the emboss on the main emblems) does not show up with GIMP.

Feel free to use the provided emblems and backgrounds , as well as change the colors (just add saturation and change the hue) to suit your OC.
