it's a guy. he's wearing a magenta watch cause it matches his eyes. I don't consider gender when I colour things, I just do it as whatever colour I want. it's just about colour.

I like the dead skeleton fish. So cool. Especially since I just read The Battle of the Labyrinth, so yeah, the whole mythology is really on right now.
Some of the anatomy seems a bit off. Like how his arm is bent, but stretched out as well. His neck seems a little long, and his facial shape seems off...
on a happier note, I love that shirt! With the belts. So spiff. Yep, really digging the torso. And the way you have the shirt kind of splayed out, so you can tell it's underwater. Nice. I'm surprise you made his hair that kind of blue though instead of your more typical neon colors. 
Yeah, really awesome background. And matching siggy. You have a real color scheme going here, but I dunno, it seems a bit bland colorwise. Still really love the fishies though. Did you name them?

The blue lighting of the picture looks pretty awesome, as does the way the eyes ( ... and watch) stand out from the rest so brightly. And the general coolness of the picture is nice too ... haha

Art is about creativity, so logic shouldn't matter :3 (Unless it's supposed to be realistic, but clearly you were going for a more fantasy type anime pic ^_^)
Anyway, I really love the coloring on this, the luminous effect looks great and the background is real cool ^_^ The clothing folds look amazing, and I love the expression, as well! Great coloring on the hair, too! The fish look pretty darned epic.
