These 2 were tricked into starting a HOWL. Thus distracted, they didn't see Judy and Nick sneak into what was a hospital housing predators gone feral.

I figure that originally Nick Wilde was to be the star with Judy Hopps as the sidekick, but the decision was made to reverse things. This eliminated some side characters who would have interacted with Wilde.
That is my calculated guess as to who these two hairy guys are...
