This one was one of the few cards that first jumped to mind when i considered making a deck like this. It just writes itself out so well. According to Teresa Reed in her Tarot Card Coloring Book (that's really a thing and it's hella cool), "The Devil card represents bondage, addiction, ego, materialism, negativity, fear, being a slave to your desire, or feeling trapped because of choices you've made."
When flipped, the card is liberation from those shackles, much like Sarah escaping the hallucination bubble to continue her quest.
The Devil card really fits Jareth here because of the temptation he poses towards Sarah. It scares her and excites her all at the same time, and she's terrified to choose either option because it's a path of no return either way. It's no secret that Jareth in this scene represents a devil-like figure. His allure and charisma already suggest a lot, along with the blatant sexuality that oozes off him. The mask he holds here is still very goblin, but I doubt that it was coincidence that it also turned out red and horned.
