When Ryuko and Satsuki achieved their new forms, the Ultimate Forms. Tony decided to put them to the test using a special chamber that he and other super geniuses had created. This chamber created hyper-realistic simulations of every being that ever walked the Earth. This chamber was created and given to many groups for training. The chamber's database has all the beings on the planet and all their power levels.

After making an estimate, Tony came to the conclusion that the perfect opponents for Ryuko and Satsuki would be the Goku and Vegeta of the Buu Saga, both in their most powerful forms. The Super Saiyan 3, but with Vegeta having the Majin mark that he obtained by being controlled by Babidi.

The Kamui Sisters already knew they could defeat the simulations, however, Tony notified them of something else. Although they are simulations, the Goku and Vegeta that they would face also possessed the intelligence and experience that the originals had at that time.
