Isn't the correct syntax "ad astra per aspera"? I'm not sure. That's how it was phrased for the Apollo 1 memorial at least.
Latin doesn't follow the same syntax as English, so I guess it depends on wether you mean it to say "to the stars through struggle" or "through struggle, the stars".
