Yes March 21 is Cheryl's official birthday, since she is the first princess and since every princess has a flower, you could say that when she was born it was the start of the future sprouting of the other flower princesses.
On every princess birthday every place of Diamere celebrates with festivals, in this case it would be the Tulip festival.
