Love his concept! Write down our own interpretations, huh? Hmm...
I see this monster as being a sort of reoccurring antagonist monster (like Pyramid Head in SH2 was). It will keep reappearing, as if stalking the player. What's more, if it sees them, it will divert monsters their way, as if it's the eye of their hive mind.
But that last part's because this monster symbolizes a truth the protagonist had purposely forgotten, it diverting monsters towards them as a warped means of forcing them to "accept the truth" (the other monsters representing other psychological things). The fact that they only wear a white dress could symbolize something like the last shred of innocence the protagonist has, or a loss of it.
