Volunteers from numerous parts of the world were increasing in numbers for the MALAKAS Project. Consequently, this continuous trend in March 2021 exposed the project to several foreign governments, including one in Indonesia. A group of six Indonesian diplomats who visited Santo Tomas, California in the same month became curious when they noticed tens of big bodybuilder-like citizens roaming around the city. After reaching out with representatives of the project and then having discreet talks with them, the Indonesian officials agreed to send an Indonesian citizen to the project. However among the said representatives, Simon Nightwolffe recalled having met one, who might have some interest in joining the said project. The Indonesian officials then managed to find and reach out to one named Dimas Dwi M.

Dimas, a migrant fox from Indonesia, did want an opportunity to take in the MALAKAS Project, but he had a very busy schedule for a seasonal boxing tournament across the Pacific coast. However, it wasn't his first time having that, so Indonesian diplomats made an arrangement to give Dimas a few-months-long break. Once negotiated successfully, they had Dimas sign for the MALAKAS Project, giving him a week to prepare.

After that, Dimas rode a bus into the military base just a mile away from Santo Tomas, alongside the Indonesian diplomats who signed the non-disclosure agreement. While those diplomats were then escorted to the mountain lab, Dimas instead was greeted by someone related to someone he was familiar with, Rosemary Soro, the sister of Timothy. Rosemary told almost everything about the project and confirmed what Dimas asked about. As Rosemary agreed to train the male fox, the Indonesian diplomats expressed further negotiations, on accounts of strengthening rookies and veterans alike and hardening defenses across the Indonesian islands.

Months of Dimas training, as well as getting promotions up until Super Soldier and a temporary ability to turn Juggernaut, were standard, to say the least, but Dimas was noticeably yet sometimes brutally honest about the situation back in his home country, especially with the serious situation about the shifting its capital away from Jakarta, the original capital formerly named as Batavia. He did something trivial yet foreshadowing, which was that he pledged to get his friends to join the MALAKAS Project. Friends he spoke of were in Indonesia, but at the same time he had to continue his boxing tournament, whose drug test was something he had to worry about more.

The Indonesian diplomats on the other hand lasted their negotiations much shorter, mainly due to complex elements behind the making of the muscle growth serum, as well as extending the market outside the United States. While they failed to persuade the project's higher-ups, one diplomat managed to steal two Todeswurm parasites during an accidental leak scenario done by clumsy scientists. Even though they managed to obtain a fertile pair, they had yet to spend another couple of months (or even years) to work on extracting the venom from a Todeswurm, and to even make a muscle growth serum of their own.
